‘Special Session of Parliament’ to be held from September 18–22, according to the government. ‘Special session’ is not defined in the Constitution. The phrase is sometimes used to describe meetings held by the government to commemorate special events, such as legislative or national anniversaries.
The Union Minister for Parliamentary Affairs, Pralhad Joshi, declared on August 31 that a “special session” of Parliament will be conducted from September 18 to 22. The Minister was cited as saying that “important items” would soon be distributed by the administration as part of the agenda for the session.
Speculation regarding the government’s legislative intentions for the session has arisen in response to the news. The government often calls an all-party meeting a few days before a Parliamentary session to explain its agenda and forge consensus on potential topics for discussion.
The session schedule of the Indian Parliament is not set in stone. A Lok Sabha committee had suggested a schedule for legislative sessions back in 1955. It was suggested that the Monsoon session start on July 15 and end on September 15 and that the Budget session start on February 1 and last until May 7.
