The PSH programme is a tool for policy-making in which the government stores and provides foodgrains to the impoverished by purchasing crops from farmers at a minimum support price (MSP), such as rice and wheat.
The logjam caused the 13th ministerial conference (MC), which was scheduled to end on February 29, to be extended by one day. However, in spite of the four days of intense negotiations, the 166-member World Trade Organisation was unable to come to an agreement on a solution for the food security issue—a demand that India has raised prominently—and reducing subsidies that result in overfishing and overcapacity.
Key problems of relevance to India were not resolved during the WTO’s ministerial conference negotiations, including finding a long-term solution for the public food stockholding (PSH) programme and reducing fisheries subsidies that cause overcapacity and overfishing. The WTO members did, however, decide to add another two years to the ban on placing import taxes on e-commerce trade.
